The NHS is one of our country’s most important services, and we are right to feel strongly about it. However, notwithstanding increased funding commitments, it continues to be under severe pressure to meet the ever-rising demands of our growing and ageing population. The long-term sustainability of our health system remains uncertain, and was the position long before Covid.

Much has been written about the challenges; three recurring themes are money, resources and capacity. Across the world most countries predominantly rely on taxation to fund their health systems, as is the case in the UK. However, numerous countries adopt additional methods to generate funds, whereas we rely largely on direct taxes.

We propose a method by which we can increase both funding and capacity in Britain without relying solely on taxes to do this - called HEALTH FUND. We understand the difficulties associated with raising taxes – the impact on individuals and businesses – and believe our solution to be imaginative, pragmatic and palatable.

Paul Honey

FOUNDER PROFILE

Paul Honey is the founder of Health Mutual and creator of HEALTH FUND. His early career was with Procter & Gamble, before working for almost thirty years in private health insurance with the leading insurers and administrators in that sector. As a Key Client Director, he’s managed large, complex, high-value contracts for some of the world’s largest businesses. His exposure to and involvement with funding and risk management methods, Management Information design and data analysis, benefit design, service delivery, project management and contract administration is extensive.

This experience has enabled him to determine the opportunity and potential of another way of solving the health and care funding challenge, rationally working through the issues to devise the solution.  He appreciates the challenge that raising taxes presents – for politicians, business and the public – but feels a palatable, pragmatic solution is more than possible which both recognises those issues and protects the best of what we value about the NHS.

David Pearce is an Associate of Health Mutual.

He has spent the last thirty years in the UK healthcare and health insurance industry in a variety of client management, people management and consultancy roles with some of the industry’s leading companies, more recently – AXA PPP healthcare, Simplyhealth, and Mercer Benefits Consulting.

He has extensive knowledge of both corporate and individual healthcare, and has shared with Paul a long-standing interest in seeking a better solution to the challenging state of public and private healthcare provision in the UK.

David’s substantial consultative background brings a set of skills that supports the approach that Health Mutual seeks to take in both analysing the current situation in the UK and developing what we believe is a new solution to both supporting and assisting our NHS as a “national treasure”, whilst improving sustainable access to healthcare when it is needed by the public.
